2022年12月30日，十三届全国人大常委会第三十八次会议经表决，通过了关于修改对外贸易法的决定，删去《中华人民共和国对外贸易法》第九条关于对外贸易经营者备案登记的规定。

On December 30, 2022, the 38th meeting of the Standing Committee of the 13th National People's Congress voted to adopt the decision on amending the Foreign Trade Law and deleting the provisions of Article 9 of the Foreign Trade Law of the People's Republic of China on the filing and registration of foreign trade operators.

根据决定，自2022年12月30日起，各地商务主管部门停止办理对外贸易经营者备案登记。对于申请进出口环节许可证、技术进出口合同登记证书、配额、国营贸易资格等相关证件和资格的市场主体，有关部门不再要求其提供对外贸易经营者备案登记材料。

According to the decision, from December 30, 2022, local commerce authorities will stop handling the filing and registration of foreign trade operators. For market entities applying for import and export link licenses, technology import and export contract registration certificates, quotas, state-run trade qualifications, and other relevant certificates and qualifications, the relevant departments no longer require them to provide foreign trade operators with filing and registration materials.

本决定自公布之日起，从事进出口业务的企业，不再办理对外贸易经营者备案登记手续，但仍需要办理海关登记获取报关权限、外汇登记、开设银行外汇账户、申请电子口岸卡以及进出口退免税备案。
