The Notice makes it clear that local cultural and tourism administrative departments should resolutely implement the important deployment of the Party Central Committee to further optimize the prevention and control work, and promote the prevention and control work of the cultural and tourism industry to be more scientific and precise. 昨天，《文化和旅游部关于进一步优化新冠肺炎疫情防控措施科学精准做好文化和旅游行业防控工作的通知》（以下简称《通知》）正式发布。《通知》明确，各地文化和旅游行政部门要坚决落实党中央对进一步优化防控工作的重要部署，推动文化和旅游行业防控工作更加科学化、精准化。主要有以下几点：

跨省旅游经营活动不再与风险区实施联动管理。

Inter-provincial tourists need to present a negative nucleic acid test certificate within 48 hours to take inter-provincial transportation. In accordance with the requirements for on-the-ground inspection for inter-provincial mobile personnel, actively guide tourists to take the initiative to carry out nucleic acid testing, and promote the prevention and control threshold forward.

跨省游客需凭48小时内核酸检测阴性证明乘坐跨省交通工具。按照面向跨省流动人员开展落地检要求，积极引导游客主动进行核酸检测，推动防控关口前移。

2、Inbound and outbound tourism has not resumed.

出入境旅游尚未恢复。

The Notice clarifies that travel agencies and online travel enterprises will continue to suspend the operation of inbound and outbound group travel and air ticket + hotel business. For the time being, the group tourism business of land border port cities will not be resumed.

《通知》明确，继续暂停旅行社和在线旅游企业经营出入境团队旅游及机票+酒店业务。暂不恢复陆地边境口岸城市团队旅游业务。

3、For staying in scenic spots and hotels, it is necessary to check the health code and the negative nucleic acid test certificate within 72 hours.

The Notice makes it clear that public cultural units, cultural and tourism business units should strengthen hygiene management, strengthen ventilation and disinfection in accordance with the unified deployment of the local party committee and government, dynamically regulate the number of admission personnel in accordance with the requirements of limited, reservation and peak shift, and implement epidemic prevention and control measures such as code scanning, temperature measurement, and checking negative nucleic acid test certificates.

A-level tourist attractions and star-rated tourist hotels should implement the main responsibility, and check the health code and the negative nucleic acid test certificate within 72 hours for personnel entering the scenic spot and staying in the hotel.

《通知》明确，公共文化单位、文化和旅游经营单位要根据属地党委政府统一部署，强化卫生管理，加强通风消毒，按照限量、预约、错峰要求，对入场人员数量进行动态调控，落实扫码、测温、查验核酸检测阴性证明等疫情防控措施。A级旅游景区和星级旅游饭店要落实主体责任，对进入景区和入住饭店人员查验健康码和72小时内核酸检测阴性证明。

加大一刀切、层层加码问题典型案例通报、公开曝光力度。

《通知》明确，加大一刀切、层层加码问题整治力度。做好举报线索收集、转办、核实和整改工作。压实各级文化和旅游行政部门和各类行业主体责任，严格执行国家统一的防控政策。配合联防联控机制加大典型案例通报、公开曝光力度，切实起到震慑作用。
