- NEW MEASURE -

Starting from July 17, 2024, the Guangzhou Traffic Police will formally record and penalize vehicles violating the “Peak Traffic Restriction” regulations in accordance with the law.

Non-Guangzhou compact car “Peak Traffic Restriction” management measures formally implemented from July 1, 2024, and the first 15 days is a transitional period for law enforcement.This measure is currently stipulated to be valid for five years.

The latest management measure is to change from the previous “Drive 4 days stop 4 days” to “Peak Traffic Restriction”.

The measure stipulates that non-Guangzhou compact car (including vehicles with temporary number plates) are prohibited from passing on the roads within the control area of Guangzhou on weekdays from 7:30 to 9:00 p.m. and from 17:00 to 19:00 p.m.

During the specified time, non-Guangzhou compact car (including vehicles with temporary license plates) are prohibited from passing on the following road ranges (excluding expressways, Hua'nan Expressway, and Southeast-West City Ring Expressway).

The scope is the same as that of the previous “Drive 4 days stop 4 days” regulation.

NEW MEASURE

Unrestricted vehicle types

1.Military vehicles, police vehicles, fire engines, ambulances, engineering rescue vehicles on duty.

2.Passenger vehicles with road transport certificates.(excluding rented passenger cars)

3.Non-Guangzhou school buses holding a school bus placard and traveling through the administrative area of the city on the route of the placard.

4.Hong Kong and Macao license plate, Chinese embassies and consulates license plate vehicles.

5.Vehicles that are eligible and registered by appointment.

Inapplicable circumstances

1.Holding the CPC Guangdong Provincial Congress, the Plenary Session of the CPC Guangdong Provincial Committee, the Guangdong Provincial People's Congress and the Guangdong Provincial Political Consultative Conference.

2.During the organization of the China Import and Export Fair.

The way to make appointment to apply

1.Log on to the Guangzhou Municipal Public Security Bureau portal or the Guangzhou Traffic Police

(广州交警)WeChat public Account for processing.

2.Number of applications: not more than 12 working days per natural year. Can apply for 1 working day individually or for multiple consecutive working days to be cleared on a natural year basis.

3.Applications can be made in advance or after use.If you are applying after traveling, you will need to submit your application by 24 p.m. that evening to complete the processing of your reserved pass.

What if violate the rules?

1.No penalty for two violations of the circular before each natural year.From the third violation of the provisions of the notice, penalties will be imposed in accordance with the law.

2.If this rule is violated because of urgent special circumstances.Statements and defenses can be made to the Guangzhou Municipal Public Security Bureau Traffic Management Department.

3.For non-Guangzhou compact car violating the regulations on the same day, only one penalty will be imposed.

The new measures have ended the enforcement transition period and started to officially come into effect. If you are driving a non-Guangzhou municipal vehicle in Guangzhou, please be careful not to drive into the prescribed area during the restricted time period.
